The Tripoli MirageFULL ACCOUNT OF THE CIA ATTEMPTS TO ASSASSINATE AL-QADAFI Introduction of the 1st and 2nd EditionA lot has been said about the attempts of the CIA to assassinate political leaders all over the world in the last years despite the lacking evidences in many cases, which- I mean this lack- led to the outcome that most of what was said fluctuated between prognostications and deducing conclusions from circumstantial evidences do not decisively in itself prove the involvement of the Agency in these attempts. To exemplify, it was frequently stated that the Agency attempted to assassinate the late leader Jamal Abdul Nasser, Kuwami Nkrumah, and Patris Lumomba in the sixties; and that it caused the death of Silvador Lindi and tried to assassinate Fidel Castro in the seventies. This was only an episode in a long series of secret operations not putting aside killing as an effective means to implement political targets predetermined. Whereas in the eighties, all those who worked in the Washington world of secret operations were obsessed with assassinating the Libyan leader Moamar Qaddafi till the American writer Ben Bradley said this issue, Qaddafi’s assassination, dominated the agenda of President Regan’s administration and the competent American bodies to an unprecedented extent since ages. The difference between the attempts to assassinate other previous leaders and the attempts to assassinate Qaddafi consisted in that the targeting of the Libyan leader came when the American law itself banned frankly and comprehensively involvement in planning or motivating or participating with others in any assassination attempt subject to the administrative resolution no. 12333 which severely codified this ban. Ironically, the plan to assassinate Qaddafi came under the umbrella of this resolution in particular. The irony diminishes on recognizing the true colors of President Ronald Regan’s administration. By verifying the history of the 20th century, it becomes clear that this administration was the most aggressive, ferocious and corrupt in that century. This administration sought to export the American crisis to other countries. Even, it was the first time– perhaps in history– for a US administration to lay an emergency plan leading to application of a military governance to be used when needed though that this plan was not activated straightway after being designed and despite the fact that the supreme committee which had designed it and included the figures of the ruling regime therein was calmly dissolved afterwards. It is not necessary to be amazed anyway because the Regan administration was based on organized groups who do not understand anything but the language and style of secret operations. This language falls in contradiction, due to its secrecy, with the principles of any system depending on calling its officials into account and the popular participation in laying policies and supervising the change— all impose an atmosphere of political freedom. The theatre was thus paved in the early eighties for an extreme violent struggle between two parties: the first was the Regan administration, its men and organs trying to get rid of an Arab country leader. The second was Moamar al-Qaddafi and his people who were trying to avoid this incontinent black tempest that blew abruptly over them. Israelis came on-line as said. They contributed theoretically and practically, with unfamiliar generosity, to the American efforts. On the theoretical level, Israel helped to formulate a new definition of international terrorism. They said, "Our terrorists fight for freedom and their fighters for freedom are terrorists”. To the line differentiating between “our” and “their”, it could only be drawn with complete eclecticism inside the offices of only two governments: the American and the Israeli. The deliberate exaggeration of the issue of international terrorism alongside the voluntary definition coined therefore by the Israelis and the Americans provided a climate which allowed launching an "Incrimination" campaign against any political or public aspect of any popular attempt made by the world’s nations towards a better life. The American policy was completely going in the opposite direction of such strife. The campaign expanded in its expected direction i.e. entering into a direct engagement with those who had put firm principles therefore supporting and backing those nations by lightening them some sides of their road, marking them signs for the straight path should victory is deemed to come to pass. Thus, the inevitable clash between Washington and Moamar Qaddafi started. The CIA launched a feverish search for means and allies helping carrying that mission out, getting rid of al- Qaddafi. In that domain, Israel practically participated with much vigor as if there was an award waiting for them if implemented. It was really an eventful chapter of history. It precisely disclosed the truth of the mechanisms that control the application of the American foreign policy and the ways some of its targets were formulated therein in a superficially legitimate manner, which admits completely illegal methods. This chapter reveals that the line between law and bullying may sometimes be extremely slight in Washington! The important potential lesson learned from the events of this stage where the American administration attempted continuously to assassinate Moamer Qaddafi is that steadiness against the tempest does not require but much popular gathering around the person chosen for leadership, and the leader's belief that the path of the future will not be paved with flowers so long as he is resolved to make tomorrow for our infants better than our day was for us. Americans and Israelis employed different ways to get rid of al- Qaddafi it his house was shelled with bombs weighing 2000; it was an incomparable incident along history. Despite the fact that those attempts to dispose off the Libyan leader were as exciting as a police series, it was unexaggeratedly a real show full of almost unbelievable, but actual, events. This is an attempt to delve into the details of some episodes of that confrontation during which we will meet deformed creatures– as if coming from hell– headed towards Tripoli to assassinate Moamar al-Qaddafi. But the Libyan leader was a “Mirage” to his adversaries as much as he was a reality of the present and future to his people, and as long as he lives. Dr. Yosef Amin Shaker
